FILM FESTIVAL PUBLICYSTYKA 2010

Aims of The Festival:

Presentation of amateur film maker's output and choice of the most valuable films from the technique and artistic points of view.
Presentation of films concerning current social life, political, economical, religious, cultural, sports, ecology and national minorities' problems, etc. Popularization of amateur film production of Polish and .
The contest will be carried out in two categories: AMATEUR FILMS AND STUDENTS' FILMS.
The qualification of a film to the particular category will be decided by the Qualification Board.

Time and place of the Festival:
Films with the filled-out application and participation forms should be sent at the latest by 15 September 2009 to the following address:

Technical terms:
Films recorded on a magnetic carrier (video technique) in systems DV, DVD (PAL) may take part in the festival. Only one should be placed on a CD.
Each film should have its title and the "the end" text. The CD must have readable description with the film's title, author's name and the film's length.
Sound should be recorded in audio-dubbing path, in other case it has to be mentioned in the description on the tape.
The length of films is limited to 30 minutes maximum.

Organization rules:
Every film enters the festival free of charge! The author submitting the film agrees at the same time to public presentation of the film in the competition, public presentation of the film or a part of it on television and in the events promoting the XVI FF "Publicystyka". Copyright can't be limited and can't spoil other's copyrights. In case when this conditions will be not granted the author must affix statement describing movie's copyrights.

Participation terms:

Films chosen by the qualification commission appointed by the organizers acting upon a special statue may take part in the festival. Qualification commission decisions are definite. The Commission is not obligated to explain its decisions. The only term allowing foreign films in the competition is sending film summary in English or German language.
Films made by professional makers, qualification commission members or jury members can't take part in the festival.
Festival's commission head may invite to the contest films chosen by herself, which won't be judged by the qualification commission and its author will have free accommodation and alimentation during the festival.

Free accommodation and alimentation will be provided to one author of a qualified film by the organizer. Accommodation is booked for the night of 22/23 and 23/24 October 2010.

Accreditation costs for persons without films in the contest will be given later.

The above prizes will be awarded in both contest categories.
The jury reserves to themselves the right to a different award of prizes. Jury decisions are definite.
Movies will be awarded on 24 October 2010 at 11.00 a.m. in spectacular hall of City Center of Culture Al. Jana Pawła II 27. Prizes will get only present authors or person authorized in writing by the author, absent authors will get only award honorable
